Who do I call to find out what the rules and codes are for a residential Adult Foster Care facility?

I live in Washington and have a next door neighbor that has turned her home in to an Adult Foster care home. She has made some unattractive changes to her home and all of the neighbors are concerned. For example is she allowed to advertise using large block letters on the front of her house? I would like to look in to this and have no idea who I should contact.
